ヒトは平和を愛する生き物である。そのはずである。しかしヒトはその長い歴史を通じて大量殺戮とけっして無縁ではなかった。ラメル（Rummel 1994）の Death by Governmentは驚くべき数字を私たちに突きつけている。人間にとっての最も大きな脅威、災害は、人間自身によって行使された暴力であるのではないかと思えるほどである。
こうした暴力の過去に直面するたびに、我々は幾度と無く「もう二度とこうしたことが起きてはならない。起こしてはならない。」と真剣に誓うのだが、この願いは繰り返し繰り返し裏切られてきた。
なぜ集団的な規模での大量殺戮が繰り返されるのか。ナチス政権下でのホロコースト、ボスニア紛争、ルワンダでの1994年のジェノサイドを例にとって、こうした出来事がなぜ可能となったのか、それを説明しようとする代表的な議論を検討することを通じて、この問題をともに考えてみたい。
